[AccessD] Irritating Interface Problem

Not sure about your specific situation, but try going to

HKEY_CURRENT_USER\Software\
Microsoft\Office\8.0\Access\Settings

Delete FormPopPropST so that Access has to rebuild it.
It is the last saved position
