Actually it is true. Given case in point with my own IP address. If I check
with an outside or through my own coding the address is reported as
24.64.223.203 but it really is 24.77.3.x. This is result of the upline ISP
not wanting their customers to be using servers. This is a common practice
to try and encourage users to buy their own static addresses, at a
substantual price increase, to offset the subsequent bandwidth increase
caused by private server usage. There is ways around it of course.

Not true.  To view the internet, you must have a unique IP address on the
internet. Any site you hit can 'view' that IP Address.  Now, if you go
through a proxy, or use NAT translations, or use Internet Connection
Sharing, the IP Address the site sees is not the IP address of your local
maching, but that of the proxy, router, or machine with ICS.

This address does not necessarily return the correct URL, just the last
routed address from your ISP. That is why you can not be tracked down,
directly by going to a web site; a program can only capture the address used
by a your ISP, not by you specifically.

what is my ip
you get many hits on the internet that will return your TRUE IP address here
is a sample link...

I hate waiting on the phone, let alone an hour and a half for an IP
address...
