I'll try this today...your directions are very clear and now it looks simple.  I do appreciate the time and effort you have taken to help me out.  Shame on Oracle for giving their clients such bad technical documentation.

After much deep digging, I finally found a way to get the OUI without
downloading or buying a whole Client CD.  First, you'll need to get the
ODBC driver version 9.0.1 from here:
http://otn.oracle.com/software/tech/windows/odbc/content.html
Unzip the self-extracting zip file somwhere and remember where you put
it.  Now, you'll need to download the ODBC driver package for RDB. 
There is a package that includes the 2.0 version of the OUI available
here:
http://otn.oracle.com/software/products/rdbodbc/htdocs/winsoft.html
Unzip this self-sextracting zip file and look for setup.exe in the
resulting folder.  This is the OUI.  Run it, and click Next on the
Welcome screen.  On the following screen, next to the Source box, click
on the Browse button and browse to the location of the products.jar file
in the folder you unzipped the Oracle ODBC driver to.  Click Next again
and it will start the installation process.

After much painful searching, this is the only way I found to get a
relatively recent version of the OUI.  The reason I indicated you should
use the 9.0.7 ODBC client is because the 9.2 requires a newer version of
the OUI, which I have yet to find in a similar package.  Thanks for
nothing, Oracle.
