It's the other way around; it is 32 bit but had to support 16 bit API
calls to be backward compatible with Windows 3.1x:

For Windows 3.11 you lately could get a Win32 module which allowed some
well behaved 32 bit apps to run in the Windows 3.11 16 bit environment.
