[AccessD] VBA - all menu functions are disabled

I had thought much the same and tried it yesterday wih no luck, but
tried it again and it's OK now!

hmm. I ran into something like this with an upgrade version of Access 
2003, yes it is out to large site licenses. I had to reset the security 
menu to get at the macro security check.
Right-click the menu bar or toolbar and choose Customize from the 
shortcut menu. On the Toolbars tab, scroll down and find the Menu Bar. 
Click the name to select it, then click
Reset. Close the dialog, and you should now find Security on Tools /
Macro. In your case in Access XP somewhere there should be a menu reset
after 
right clicking toolbar.
