Ignore my last e-mail. I found the KB article;

Here is the resolution:

To resolve the issue, locate the ACMBoot.exe file on the root 
directory of the Microsoft Office 2000 Developer CD, and then run it. 
You can install Office 2000 Developer successfully when you start 
Setup in this manner.
