[AccessD] Help with a query

I am building the query again as several queries to find records dropping
out.

How would I force all joins to be outer.

Well, your WHERE clause is simple enough that it's unlikely to be the
culprit.

Have you tried making all your joins outer instead of inner, in case any
information is missing from the child side?

I have a database where a query works with about 14 of almost 5000 records.
 
I rewrote the query and still the same results
 
I have added data in some fields that were missing data.
