If the letter your daughter got was a paper letter, then I do believe
that it's probably valid.

I received one when I was in High School in FL for a year.

The e-mail you received, I'd be wary of. I think that the timing of
the e-mail is probably just a coincidence, but if the paper letters
come out this time every year, then the timing may be more than just
coincidece. It may be specifically designed to coincide with the real
letters.
