ASP.  It's free.  If you have Windows 2000 or XP, you can install a local
webserver to play with it.  The 'web server' is identical to what you get on
a server, it's just limited by how many people can hit it concurrently.

ASP is just a script language.  Personally, I use Microsoft Script Editor
10, which comes with Front page.  Handy to write both HTML and ASP.

Thanks for the feedback.  I have heard of almost everyting mentioned(and 
will be researching each)..And that is the question I'm trying to 
answer...which one to pick?

I'm still not sure what criteria I should use to pick a language?
