I double-checked in my Access 2003 before I responded earlier and I found it at Tools --> Macros --> Security and there were three radio buttons on the first tab, High, Medium, Low. You have to set it to Low for the message to stop appearing. Give it a whirl in Excel and see if it changes the way Access behaves.
