[AccessD] Problem with initial ReAttach

1. Check the OS for service patches.
2. Check the ActiveX Data Objects stuff (download Component Checker from MS
if you don't have it there).
3. Check the references on the machine that doesn't work and weigh them
against those on the machines that do.
