[AccessD] SQL 2005 - disambiguous DateTime format

Been there, done that many times, and agree 100%. Not only that, but I deem
this the only sensible format, first because it's unambiguous and second
because it respects scale. Year-month-day|-hour|. Nobody can mistake a
value. It is obvious and the particular nationality does not get in the way,
unless perhaps you are using the Chinese calendar.
