According to  
http://www.toysfortots.org/about_toys_for_tots/toys_for_tots_foundation/default.asp
there are currently about 550 local coordinators.  At that rate, you should be able to offer a 
*very* good bulk licencing price to the parent Foundation :-)

If I were you, I'd start that approach straight away with just the support of your current 
contact.
