Your programmers may have to look a bit deeper into this.
While I have no reason to doubt the articles of the links from Stuart
and John on the hardware limitations, Windows XP behaves a bit clever
than stated.
Stuart mentions the API call timeBeginPeriod but doesn't show how to use
it which is as simple as can be (more on this later).

If you are really interested in the millisecond business, not only for
timing purposes but also to obtain absolute time, I can recommend the
