[AccessD] Weird database window scroll problem in A2003

Have any of you experienced this? It is really annoying!

If I press F11 to open the database window, and it is not maximized I cannot
scroll to the right or left.

The scroll bars are there, but nothing happens when I click on them.

I have to maximize the database window if I want to access a form, report or
query thats not in view.

I am running A2003 (Office 2003), SP3 on WinXP SP3.
