When you say that ISP  "block' port 25, what they do is prevent subscribers on their network 
accessing SMTP servers other than their own one on Port 25.   I've never heard of an ISP 
blocking Port 25 if they don't provide their own server to their own customers.

You just need to configure your system to send mail to the ISPs server.
