Well since I have a full time job, and a life, when I say 2 weeks,
that's already taking into account my normal schedule, so he is supposed
to double it, for contingencies.

A big problem is that .Net doesn't really give you a lot of visibility
to the end user until the last 15% or so of the job, so it's hard to
'show progress' that is quantifiable to an end client.

I hope he pays you the other half! Did you get that in writing????

As for the following -- why not just say 2 weeks and make him stick to
it? 
If you really need 4 weeks, say 4 weeks!
