That was true until about 2003, Up til then, the DLL was developed by Toby Korn and was 
stuck at ver 1.94 while the EXE continued to develop.

Both EXE and DLL are now version 2.6.2 ( Feb 2007) and have the same features.  

They come bundled in the same 148KB zip file available at http://www.blat.net/
