[AccessD] Windows 8.1

I'm not sure how the upgrade from Win 7 to 8.1 works.  I thought you had to
install 8.0 first, but maybe not.  I don't find Win 8 or 8.1 any less
stable than Win 7, it's mostly the UI that's different and 8 loads way
faster than 7.  I actually like Win 8, although I still occasionally have
trouble finding ways to do things that were easy in earlier versions.
