Rocky, are you deleting the three blank sheets before importing the
template?  If so, that's probably your issue.  You can't delete all of the
sheets in a workbook, you have to have at least one.

AFAICS the new workbook comes with the three sheets when I create it.
The template has three sheets in it but I'm only importing one of them and
that's working OK.  It's the three default sheets you get with every new
workbook that's causing the problem.

I just posted another try - brute force - cycling backwards through all the
worksheet and deleting any with the Left 5 = 'Sheet".  Worked for all but
the first one.  Sheets 2 and 3 went away.  Sheet 1 remained.

Maybe this is too simple, but why not create an Excel template with only one
sheet in it, save that and then use it to generate the new workbook.
 The new workbook will only have in it what you want to be there.
