A schedule DTS package is a good way to handle this.

If I want to import data, say every night, into SQL Server 7 from a comma
delimited text file, what is the best way to achieve this?

Is this where DTS comes in? The text file will be uploaded via FTP to the
server that is running SS7 so it will be local to that server.
