That's what I would have said. Aprt from that maybe your explorer.exe file is corrupt? Perhaps try copying it from another machine (same OS / Updates etc.). Will probably have to boot into safe-mode to do this though.. You might also get some type of 'File Protection' warning dialog popup too.
