Did anyone already mentioned to set your workgroup on both computers to
the same name?

Look at the properties of TCP/IP, and I think it's under the DNS or
Advanced tab, you'll find NetBios over TCP/IP.

No.  They've all got TCP/IP checked in the network settings.  If I'm
looking in the right place.
