Yes there is.

Right-click on the start menu and select explore.

Under your start menu, create some folders such as Graphics, Dev, Utilities,
etc.

Then either from explorer or from the start/programs menu itself, simply
drag and drop items to the folders you created earlier (or are already
existing).

When I click Start-->>Programs there are now three columns of programs 
and the third one if off the screen to the right.  Is there any way to 
change the formatting of this to get them all on the screen?
