[dba-Tech] Force Delete an ldb or mdw file

I have a workgroup file that has been 'in use by another process' for
several days now.  It's not actually, but I can't delete or do anything else
with this file, and I can't update my customer's system until this is
solved.  Is there a way to force delete a file?
