I just tried it.  What I discovered is that I needed to grab it at the very
top, up by the start button to get it to move.

This morning, my Windows Task Bar is docked to the right hand border of the
screen. It's usually at the bottom. I didn't move it and none of the kids
have been at the computer since the last time I used it and it was at the
bottom. I don't suppose I really care how it happened, I just want to move
it back to the bottom. 

The handle doesn't work -- I click and drag but the bar won't budge. The
Lock property isn't checked. I've reviewed the properties and other
settings, but so far, I haven't found anything that explains the position. 

How do I get it back to the bottom?
