Yep, that still works (at least in Vista business).  On my system, clicking
the start button (for lack of a better description), the run command appears
to the lower right of the start menu right above the buttons that let you
shut down/lock/etc.

You should still be able to use the Windows key + R keystroke to open
the Run dialog box.
