[dba-Tech] Run as Administrator

OS: Windows 7 Ultimate, 64-bit.

Now and then I run into a problem when trying to install some package. I'm
told I must run it as Administrator. My normal login is Arthur, who has
Admin privileges. So I don't understand what the problem is. There's no
icon for Administrator so I don't know how to log in as him. On the
particular file I'm trying to install (the latest Apache from the MSI
file), when I right-click, there's no option for "Run as Administrator."

During the installation, I am asked for domain. I don't have a registered
DNS. Can I enter just anything? I am also asked for server name. I have
been entered my ID address. Is that correct?

Then I get this error message in a CMD window:

An attempt was made to access a socket in a way forbidden by its access
permissions.
: make_sock: could not bind to address 0.0.0.0
No listening sockets available, shutting down
Unable to open logs

For the moment, I've uninstalled the program. Any suggestions gratefully
accepted.

Prediction is difficult, especially of the future.
