It's a false economy. You can use Libre Office, or Open Office or whatever you want, but in the end, if it doesn't do what your customer wants it to do, you'll end up buying MS again. They have a reduced budget and this is one of the easier options. I am sure they could have cut a lot of stuff before pay cuts.
