Inexpensive ($50/mo) smartphone contracts are available. Also 
pay-as-you-go smartphones. Either would solve your problem. So a 3G 
pay-as-you-go contract for your laptop along with a little 3G dongle.

IAC consider dropping TracFone for a reputable callphone carrier.
