I'm in the same position as JC - as is everyone in PNG and many other parts of the world. 
And, no there are no such thing as free WiFi hotspots in this country.

The "free" Windows 10 at over 3GB  is going to cost me a couple of hundred dollars for each 
download even if I'm not being used as a torrent source.
