[dba-VB] VB.Net Application settings

Can the application settings be added programmatically?  I have found how to
add them manually, but I am not finding a My.Settings.Add or equivalent.
These are very similar to my SysVars, though not quite as flexible, but my
application needs to be able to add / save / update them at will in order to
partially replace SysVars with Settings.
