[AccessD] referencing a library -- just once

I'm working with a utility form that I'd like to use in any db, but I have
to remember to reference a particular library. That's fine, I just reference
it if I forget to do so when I import the form, but sure would be easier if
I could reference the library somehow -- just once from the form itself and
not have to remember. I could add it to one of the sub's but that's
redundant.
