I haven't tried it with backcolor, but it certainly works for other kinds of control properties, but only on new forms created after the "normal" version is saved. That's the way it has always worked. Were you trying to do something else? I thinkg it worked in A97: a form named 'Normal' containing a text box with green back color would cause all newly created text boxes on other forms to have the same green back color. How does this feature work in A2K?
