The KB is talking about working in VB. The timer control that you have been asking about today sure sounds like the VB timer Control, and based on this question, then I'm pretty sure that it's what you are talking about. You can try and look in Tools|ActiveX Controls... but I don't hold out much hope for you finding it there.
