I am convinced it is SP3 which has all that security "enhancement" stuff

There has to be something different because I do this all the time with no
problem. In fact, I just sent one to a client. Now, for the record, I have
Outlook 2000 SR1 9.0.0.4527 Internet Mail Only - Security Update.

Frequently, I correspond with clients and in the end, I have to send them an
attachement. If I made a "new" message, which I then would need to move from
the Sent folder and move to the [client's name] folder. Instead, from the
client name folder, I will just "reply" to one of the messages in that
folder, and add the attachment and send it on. I've never had anyone say
they didn't get the attachment.

If you want to test, send me something off-list, and I'll send you a small
attachement to see if you can get it. If you do, then we can start comparing
what might be different (off list so we don't clutter AccessD - we can
always post conclusion later).
