[AccessD] Don't Want form to open

No, that opens the form showing all requests that are active, it does not
take into account matching the EngineerID with the Status.

Also couldn't you change your stLinkCriteria to:
 
stLinkCriteria = "[EngineerID]=" & Me![UserID] & " AND ([StatusID] = 1" & _
    " Or [StatusID] = 2 Or [StatusID] = 4"
