[AccessD] Canot display .jpg in Access image control?

I know this is a "known issue" with Access.  I also know that I have
to "install the jpg decompression filter" in order to fix it. 
However, I have no clue as to where I can find this filter and how to
install it.

Has anyone ever fixed this issue before?  Heeeeeeeeeeelp...
