Tom, I've done this several times where the user selects their criteria, but the report layout is pre-defined. No one has ever asked me to re-format a report. One thing that a user can always do is convert the report to a spreadsheet. That way they can pull data out of a table using their criteria, and then do whatever they want in a spreadsheet. I can send you a small demo db if you would like to see it. I need to design one for a client that can create customizable reports from SQL data. I would have them use the built-in report wizard, but they want to be able extract records based on specific criteria. Before starting from scratch, I wanted to see if there is already something out there to point me in the right direction.
