[AccessD] Conditional compiling

It has been awhile.  I thought I did Withevents in A97 for a long time
before I finally switched to A2K.

WithEvents does exist in A97.
Shamil even wrote lengthy articles about this:

and JC's original demos must have been in A97 as well.
