Ah, I was confused. It wasn't the 3.51 DAO code libraries being overwritten, it was the 3.51 ODBC driver being replaced by the 4.0 ODBC driver. It should not bother many people unless you are using ADO to read multiple mdb's. Then you will have to change your DSN or connection string.
