[AccessD] Running local file format

There is generally only one real way to use API calls.  It is kind of silly to
copyright an API wrapper that just about anyone can duplicate with some effort,
and was probably translated from a C implementation anyway.

I guess if it ever came to a law-suit (highly unlikely I think), it would be
fairly simple to prove that it is for 2 people to come up with almost identical
same code.

I'm almost curious to see what a hunt on MSDN brings up.
