Steve, I've been on it a little over two years. I have a MSDN Universal subscription as well. The action pack is geared towards sales people and marketing. It basically tells you how to sell Microsoft products. So far, I have not taken advantage of it, but feel if I need to explore something new, it will be there. And to answer your question, no because technically your not buying the Developers Edition and the license to distribute. Could you? Yes. What Microsoft care? Probably not.
