[AccessD] Error 3170 Could not find installable ISAM

I get "Error 3170 Could not find installable ISAM" in VB6 application. THe
application does convert Fox Pro 2.6 to Access Access2000.  I got error 3170
Could not find installable ISAM at line:
Set dbs = OpenDatabase(strDBPath, False, False, "FoxPro 2.6;")
