Why not simply use MS Terminal Services!

Correct me if I am wrong, but if they are using an ADP then the program 
wouldn't be run via Internet Explorer but using Access.  We want the 
situation where users don't need to do anything on their own machines but 
access the program via web pages (no user setting up - keeps it simple for 
them).
