So when I look at the Version, it is msjet40.dll 4.0.6218.0. But when I go to your link to get SP7 - I have to run the http://windowsupdate.microsoft.com which doesn't indicate that I need any updates relative to Jet??

You can check which version of jet that goes with msjet40.dll via MS DLL
hell database
but it is not working at present. So just find dll in windows explorer
and right double click on it to look at version properties and numbers

So just get version SP7 below and update ; SP4,5,6 all have glitches.
