A progam with no forms? That was new!

Anyway - create an AutoKeys macro (look up the on-line help before you
do).
On the first line, type {F1} as macro name and assign RunProgram as
its action and specify a command line like this:

  winhlp32 <your_help_file>

Reload your Access file and press F1.
