[AccessD] custom sorts/groups in a report

It tells Access to use the NLS API setting.  (National Language
Supprt)

i.e.  Use the FDOW returned by the GetLocaleInfoA() API call for a parameter
of "LOCALE_IFIRSTDAYOFWEEK"
