I was just struggling with this and I didn't find a VBA answer but the list
gave me two good leads for solving the problem outside of Access:

Also recommended by Dan Waters was:

Microsoft does offer a free Outlook Security Administration Package.  It
will allow the administrators in a company to allow programmed email to
bypass the 'security message' on an application by application basis.  It's
free, but it is setup work for the administrators.
