[AccessD] conditional compiler constants

They are being changed within a build script Charlotte, which is allowing
for the creation of multiple mde's.

So really the change takes place before the app runs, and from then on the

The whole point of constants, compiler or otherwise, is that they can't
be changed dynamically.  What are you trying to do?
